BREAKING: New MPAC Report Uncovers Major Gaps in DHS Security Program
Washington, D.C. | mpac.org | July 29, 2026—Today, the Muslim Public Affairs Council (MPAC) launches an incisive report titled, Nonprofit Security Grant Program: Religious Community Comparative Analysis, breaking down the Nonprofit Security Grant Program’s funding allocations, in wake of the 11-fold increase of attacks and threats against Muslim in the United States.
The Center for Security, Technology, and Policy (CSTP) at MPAC has analyzed government data spanning January 2017 through May 2026, tracking over $850 million in federal awards. From this data, the team compiled a comprehensive report revealing systemic disparities in how the Department of Homeland Security (DHS) allocates its NSGP funds, especially comparing between Trump's first and second term.
The publication comes in the aftermath of the fatal May 2026 mass shooting at the Islamic Center of San Diego, an institution that had previously been targeted by defamatory rhetoric by right-wing institutions and warned of potential violence in CSTP security briefings earlier this year.
Key data points—
Of the $850 million awarded, 57.9% ($492.1M) went to Jewish communities and 26.2% ($222.4M) went to Christian communities. The Muslim community received just 3.8% ($32.2M).
In July 2025, conservative think tank, Middle East Forum, published a report labeling 49 Muslim organizations as "terror-linked," leading to an unverified DHS cancellation of $8 million in grants.
Among the institutions explicitly named in the MEF defunding campaign was the Islamic Center of San Diego, where a tragic mass shooting in May 2026 ultimately claimed three innocent lives.
Beyond the data points, the report further breaks down the timeline of allegations to the real-life fallout at ICSC. In addition, the systemic hurdles in the NSGP which demands ICE compliance mandates and DEI prohibitions force vulnerable nonprofits to choose between accepting politicized requirements and forfeiting critical security funding.
The scapegoating of American Muslims has expanded well beyond anti-Muslim rhetoric and the crackdown on immigration, free speech, or belonging. As documented above, Muslim institutions are increasingly targeted through false allegations of ties to terrorist organizations, efforts that seek to defund them, and campaigns that erode public trust.
