Naureen Rahman
Director of Marketing & Development
Naureen Rahman leads MPAC's development and marketing efforts, driving the fundraising, donor engagement, and brand strategy behind the organization's national advocacy work. She brings over 25 years of leadership experience spanning the federal government, technology sector, and nonprofit and international organizations, including eighteen years at the U.S. Department of Homeland Security, where she advised senior leadership, managed high-visibility technology portfolios, and led major policy and reorganization initiatives, including Face Recognition Technologies and Use of AI.
Naureen's career has taken her around the world, from training judges for the Pan-African human rights tribunal in the Gambia, to serving in joint refugee camp programs with DHS, the U.S. Department of State, and the United Nations. She holds a J.D. in International Law from the Catholic University of America and an LL.M. in Human Rights from George Washington University, along with executive training from Oxford, Wharton, and DHS's Advanced Senior Leadership program.
A longtime advocate for vulnerable communities, Naureen has run her own law practice focused on estate and family planning, served as the first Secretary of the Montgomery County Muslim Council, manages the Rahman Charitable Trust, and sits on the board of the Orphaned Starfish Foundation. At MPAC, she channels this same commitment into building the resources that power the organization's mission of justice, civil rights, and humanitarian protection.
