MPAC Calls on Members of the House Ways and Means Committee to Protect Non-Profit Organizations and Reject Language like H.R. 9495 and H.R. 6408

Washington, D.C. | www.mpac.org | May 12, 2025 — The Muslim Public Affairs Council (MPAC) calls on Members of the House Ways and Means Committee to oppose the inclusion of any language like that found in H.R. 9495 or H.R. 6408 in the upcoming reconciliation package. Language in these bills would grant the Treasury Secretary sweeping, unchecked authority to label nonprofit organizations as “terrorist supporting” and revoke their tax-exempt status without due process, transparency, or justification.

This is a blatant attempt to weaponize the federal government against dissent. It opens the door for any administration, Democratic or Republican, to use the IRS as a political weapon, targeting organizations, faith institutions, and advocacy groups simply because they disagree with those in power.

These measures are not about fighting terrorism. They are part of a coordinated and unprecedented federal power grab that would allow the government to bypass existing legal channels and designate groups as threats based solely on political convenience. The Secretary of State and the President already have the legal authority to make national security-related designations. This expansion is unnecessary, dangerous, and deeply un-American.

We have already seen this administration selectively pursue political opponents, including churches and faith leaders, universities, law firms, and members of the press. Legal language in H.R. 9495 and H.R. 6408 would give them even more unchecked power to retaliate against those who dare to speak out.

We are calling on every Member of the House Ways and Means Committee to firmly reject these provisions, whether they are included in the Chairman’s Mark or introduced as amendments during markup. Upholding the First Amendment and preserving the integrity of the nonprofit sector must be nonpartisan priorities

These bills threaten the very foundation of civil society and democratic accountability. If passed, no advocacy group, humanitarian organization, or house of worship would be safe from political retaliation.

Members of Congress must act now. Reject H.R. 9495 and H.R. 6408. Protect nonprofit freedom. Protect our democracy.
