Summary: Authorizes $15 billion in state general obligation bonds for construction and modernization of public education facilities. Fiscal Impact: Increased state costs to repay bonds estimated at about $740 million per year (including interest) over the next 35 years.

Pros: Funding essential repairs to make California public schools safer and healthier. Removal of toxic mold and asbestos from aging classrooms. More school nurse facilities. Cleaner drinking water. Fire and earthquake safety upgrades. Strong taxpayer controls.

Cons: Potential to drive up cost of new housing and would let local school districts propose larger bond measures of their own than the law currently permits

Summary: Authorizes the Sheriff Civilian Oversight Commission in Los Angeles to develop a plan to reduce incarceration, ease jail overcrowding, reduce recidivism -- in particular among mentally ill and chronically unhoused populations -- and mandate that alternatives to incarceration for vulnerable populations be studied and prioritized over the building of new jails. Additionally it also gives the commission a better ability to investigate police misconduct by giving them the power to subpoena testimony and evidence.

Pros: Tackles the on-going problems of massive overpopulation of LA jails and the mental health facilities within them and gives the Commission power to investigate police misconduct.

Cons: Critics say that Measure R won’t improve public safety or transpactance and will lead to lawsuits that cost taxpayers money.

MPAC Recommendation: Vote Yes
