Example of Recommended Mosque Guidelines in Use

MPAC's National Grassroots to Fight Terrorism was launched in 2004 and continues to add mosques on a frequent basis. By way of example, MPAC is highlighting the Islamic Center of Southern California (ICSC) and the polices and procedures they have taken to implement the campaign. The highlights are as follows:

  • The acknowledged leadership of the ICSC authorizes all activities within the mosque and ensures unauthorized private group meetings and speeches are prohibited.
  • The ICSC does not have overnight lodging facilities or permits (as is the case with most mosques) and regulations are maintained regarding the opening and closing of the mosque. To ensure attendees know about the hours of operation staff are available at the ICSC's information desk as well as the imam, and times are published on its website, etc. The ICSC usually opens about 30 minutes before Fajr Prayer and closed about 30 minutes after Isha prayer.
  • Traffic inside the mosque is directed and managed. There are designated people responsible for providing specific services, such as information about prayer, classes, councils, cafeteria, etc. Again, the ICSC's information desk is where people can ask questions ranging from prayer times, classes, and referrals to organizations who may be able to help. Additionally, prayer times available on its website and has the meeting time of when the Muslim Youth Group forms. The ICSC also directs traffic during Friday prayer by having delineated areas where the men and women pray and paths that they can take to the restrooms, etc.
  • The ICSC's Program Committee ensures they know of any guest speakers and the subject matter they will be presenting.
  • Some mosques have established relationships that involve the FBI's regional office. The Islamic Center of Southern California is part of the FBI's Multiple Cultural Advisory Committee (MCAC) with a mission of: "The Multi-Cultural Advisory Committee (MCAC) endeavors to create an environment to facilitate dialogue and enhance the relationship between the FBI and the Community with is based on mutual respect, understanding, and protection of Constitutional rights and civil liberties."
  • Mosques have also continued to be part of or have decided to be part of interfaith dialogues, civic alliances, and activities. The Islamic Center of Southern California participates in interfaith dialogues, civic alliances, and activities such as working with the ACLU office in Los Angeles.
